6. BACKGROUND INFORMATION:

The Olney Newton Link is a local NGO that was established since 2000. It has a membership of 13 and KRYDO has a membership of 400 youths drawn from all the six village areas of Newton in the Western Region of Sierra Leone. Over the years, these organizations have been working in close collaboration with OLNEY in the UK in areas of shelter rehabilitation, provision of learning and teaching materials for schools in the community and exchange visits of both the UK and the Sierra Leone members of the Olney – Newton Link.

7. PROBLEM STATEMENT:

The Koya Rural District in general and Newton in particular has an estimated number of 4,000 youths who are unemployed. Most of these youths spend most of their time in the ghettos and residents of Newton are pointing fingers at them as the criminals at nights and ghetto boys during the day. As a result a vast of these youths are under privileged, poor and neglected.

However, there are signs that with this support, these youths could be transformed into useful and meaningful citizens by teaching them “How to fish” other than providing fish for them very day. It is against this backdrop that the committee is soliciting support and funding to facilitate its youth development drive through the establishment of a skilled training centre amongst others.

8. AIMS AND OBJECTIVES:

•  To provide a skill training centre for youth and school drop outs thereby building up their capacity for self sustainability

•  To train youths on carpentry, masonry, hair dressing, tailoring, typing and computer literacy etc.

•  To help reduce the high indecency of ghetto youths.

•  To reduce the indecency of commercial sex workers amongst teenage girls who are drop outs and hence teenage pregnancy.

•  To provide sustainable development strategy in order to compliments government efforts in the area of unemployment.

9. PROJECT MANAGEMENT:

The Olney Newton Link Committee set up to implement the shelter rehabilitation project would be strengthening with capacity building for members and staff

10. PLAN OF ACTION

•  The construction of the skilled/multi purpose centre/building at Newton to be used as resource centre.

•  Provision of teaching and learning materials

•  Identification and recruitment of resource persons.

•  Preparation of modules for training.

•  Transformation of centre to a tech/voc institution and to link/register with the Ministry of Education, Science and Technology for sustainability and continuity.

11. PROJECT IMPLEMENTATION

•  Recruited Resource person will be charge with the responsibility of preparing the modules

•  The course will be spread out for a period of two years before certification.

•  Trainees are expected to pay a semester fee to provide funds for maintenance of equipment.

12. PROJECT COST

•  The cost of the project will entails the cost of construction of the skilled/multi purpose centre at Newton .

•  The cost of equipment (Teaching and learning materials needed).

•  Salaries /honorarium for staff and tutors.

•  Shipment/Transportation of materials sent or bought to Newton .

13. MONITORING AND EVALUATION

•  Monitoring of the project should be done by the Project Implementers

•  Project Coordinator in collaboration with the manager of the training centre shall make monthly written report to Funding Agency.

•  Evaluation of the project shall be done by funding agency and implementing partners.

•  Masonry
